Kitchen renovation permits in Toronto
A kitchen renovation in Toronto needs a City of Toronto building permit once the work goes past the surface. The City lists adding or removing walls, new window or door openings, enlarging or moving existing ones, and installing or modifying plumbing systems among the work that requires one. In a kitchen, that covers jobs like opening the wall to the dining room, adding a patio door, or moving the sink to an island.
Work that stays in place usually does not need one. The City's list of work that does not require a permit includes installing cabinetry and millwork and repairing or replacing plumbing fixtures, so new cabinets, or a new sink and faucet where the old ones were, can go ahead without one.
Electrical is a separate track. In Ontario, electrical work falls under the Electrical Safety Authority (ESA), not the City building permit. The Ontario Electrical Safety Code requires almost all electrical work to be filed with ESA as a notification of work before it starts, and a kitchen with new circuits or lighting can need both. ESA may inspect the wiring before the drywall goes up, and it issues a Certificate of Acceptance once the work passes, which is worth keeping for insurance and resale.
When the job needs a permit, we pull it, arrange the ESA review for the electrical, and handle the inspections. When it does not, we tell you rather than bill for it.

Can I stay in my home during the renovation?
Usually yes. The kitchen itself is out of use during the build, so most clients set up a temporary counter and sink elsewhere. We seal off the work area and clean the site at the end of each day.
Who handles the plumbing and electrical?

Do I need a permit to replace kitchen cabinets?
Usually not. The City of Toronto lists installing cabinetry and millwork, and repairing or replacing plumbing fixtures, as work that does not need a building permit. Moving the sink or adding new plumbing is different: installing or modifying a plumbing system needs a permit.
Does kitchen electrical work need a permit in Ontario?
